In fragile or failing states, destitution and marginalisation prevent citizens from taking part in economic and political life, and large swathes of territory can fall under the control of militias. State-building is still a viable process, but it requires long-term commitments and a focus on the functions of an effective government.  This paper considers how a range of organizations, both bilateral and multilateral, could adapt their processes and mindsets to make strengthening sovereignty and inclusive politics their shared goal. They will need to subordinate their existing processes, mental models and bureaucratic interests to this common objective and to the creation of a culture of collaboration.
