ISE co-hosted a high-level panel with the Brookings Institute and Club de Madrid at the start of the World Bank’s Fragility Forum 2018. Clare Lockhart joined DaniloTürk, Former President of Slovenia; Joyce Banda, Former President of Malawi; Hart Schafer, Vice President, World Bank Group; and Homi Kharas, Vice President and Director, Brookings. The panel discussed managing risks in development and the imperative to reconsider current operational practices in fragile states. Lockhart introduced some of the themes of two recent ISE publications: “Re-examining the Terms of Aid” and the Development Practice Note: Who Cares About Development Risk.
