Institutional Reform of Development Organizations: Case Study: African Development Bank

In 2001, the African Development Bank recognized the unique challenges that fragile and post-conflict states face in their quest for reform. Its response since then has been commendable. This paper offers further recommendations for the Bank to help countries reform their financial and institutional governance and alleviate poverty. The recommendations relate both to the nature of collaboration between the Bank and governments, and the instruments and tools designed to implement Bank policies, programs and projects.
