Country Report: Sudan

This paper considers the prospects of peace for Southern Sudan and how it would enable major economic development. It examines the nature of the challenge, current assets, major stakeholders and urgent issues.  It then outlines how three alternative scenarios might emerge. It advocates government’s introduction of a six-year goal, divided into specific annual targets with careful sequencing of decision-making, and the communication of this plan to the public. It then identifies the key governance issues for Southern Sudan.
