2016 Mid-Year Performance Tracking Report of the 5-Year Rolling Fiscal Performance Improvement Plan

This paper tracks the performance for the implementation of the 5-year rolling fiscal performance improvement. This paper reveals that leadership matters, more ownership and clarity of reform plans is required, and heavy dependency on external support remains. There have been some very good achievements in the first half of 2016 specially in the areas of policy, budget formulation, budget execution, procurement, and revenue. There are signs that an institutional culture focused on performance is emerging.
